As the labourers were recruited from north China WHW would be the most convenient place for making repayments or payments to legatees in China. I am to suggest that while recruiting continues the W.O. representatives there should take over this duty, and that thereafter some special arrangement should be made, the cost of which should be borne from Imperial funds, since H.M.G. will have had the use of the men's savings at a rate of interest far below the present value of money. Mr. Long will however be glad to ask the Commr. of WHW. and also the Gov. of H.K. to co-operate as far as possible in ensuring the successful working of the scheme.
